International Counterproliferation (ICP) Program
The mission of the U.S. Department of Defense (DoD) International Counterproliferation (ICP)
Program is to counter the threat of the proliferation of weapons of mass destruction (WMD) related
materials and technologies across the borders and through the independent states of the former
Soviet Union, the Baltic region, Eastern Europe and other countries designated by the secretary of defense.
To achieve this mission, the ICP Program provides a range of law enforcement and border security training and equipment to participating
countries.
