Federal Employee Viewpoint Survey (FEVS)

The Federal Employee Viewpoint Survey (FEVS) measures employees' perceptions of whether, and to what extent, conditions and characteristic of successful organizations are present in the Agency.  The FEVS serves as a tool for employees to share their perceptions in many critical areas including their work experiences, their agency, and leadership.  The FEVS provides results at lower levels allowing managers to see where improvements within their work unit are necessary.  The results provide agency leaders insight into areas where improvements have been made, as well as areas where improvements are needed.

The Federal Employee Viewpoint Survey was first administered in 2002 as the Federal Human Capital Survey (FHCS), and then again in 2004, 2006 and 2008.  The FHCS was renamed the Federal Employee Viewpoint Survey (FEVS) in 2010 and revised to focus more on actionable items.  Starting in 2010, OPM began administering the FEVS annually.  Included in the FEVS, are items that make up the Annual Employee Survey (AES).  Currently, regulation, 5 CFR Part 250, subpart C, requires Executive agencies to conduct an annual survey and when the FEVS is administered, OPM fulfills this obligation for agencies.

The Federal Employee Viewpoint Survey is administered to full-time and part-time, permanent, non-seasonal employees of Departments and/large agencies and the small/independent agencies that accept an invitation to participate in the survey.

The survey is conducted electronically, with employees notified by email of their selection for the sample.  To encourage higher response rates, OPM sends multiple follow-up or reminder emails to participants.

The data collected are weighted to ensure survey estimates accurately represent the survey population.  Use of unweighted data could produce biased estimates of population statistics.  The final data set reflects the Agency composition and demographic makeup of the Federal workforce within plus or minus 1 percentage point.  

Continuing to participate in the FEVS inspires workforce change through Employee Engagement.
