2015 Judith C. Gilliom Outstanding Workforce Recruitment Program Award

The Department of Defense (DoD), the Department of Labor, and the Workforce Recruitment Program (WRP) Steering Committee hosted the 2015 WRP Awards Ceremony and Networking Event on July 28 at the National Youth Transitions Center.  During the ceremony, the Judith C. Gilliom Outstanding WRP Award recognized Workforce Recruitment Program for College Students and Recent Graduates with Disabilities participants for outstanding performance and demonstrated accomplishments in support of their agency or Component mission.  

Among several noteworthy individuals nominated from across the federal government, two Defense Threat Reduction Agency and United States Strategic Command Center for Combating Weapons of Mass Destruction (DTRA/SCC-WMD) employees, Mr. Flynn Rosko, Information Operations Directorate (J6) and Mr. Bryan Richardson, Research and Development Directorate (J9) were awarded the Judith C. Gilliom Award in recognition of their significant contributions to the Agency/Center.  Both Mr. Rosko and Mr. Richardson are on their consecutive summer assignment with the One Team family.


Mr. Rosko, a member of the DTRA Quality-Analysis-Synchronization Team (J6), assisted with centralized Combating Weapons of Mass Destruction (CWMD) mission repositories, tools, and IT processes.  He developed strategies for effective communication with targeted CWMD national security audiences.  Additionally, he crafted newsletter articles to keep Information Operations colleagues informed of the latest developments.  Mr. Rosko gained familiarity with the Agency/Center Enterprise Architecture process.  His activities aligned IT strategy, plans, and systems development efforts with CWMD mission goals, structure and processes of the entire organization.  He assisted with several fact-finding research efforts, reviews, and interim assessments of internal Agency/Center activities, as well as documented IT programs, processes, and projects to ensure alignment with DTRA and DoD policies. 


Mr. Rosko’s efforts improved the One Team’s mission performance.  His expertise and practical skills as a superb communicator aided the Agency/Center and the nation in dealing with incidents and mitigating threats.

Mr. Richardson, a member of the Basic and Applied Science Division (J9BA), contributed to multiple key projects during his two summer placements. These experiences have equipped Mr. Richardson with rare and essential skills sought by the Department of Defense to meet critical needs.

The awards received were presented in honor of the late Judith C. Gilliom.  Ms. Gilliom was a strong advocate for the employment opportunity for individuals with disabilities throughout her career in the federal government.  She served as DoD’s first director of disability programs and was a founder of the program.    

The Workforce Recruitment Program for College Students and Recent Graduates with Disabilities is a recruitment and referral program that connects hiring managers with highly motivated postsecondary students and recent graduates with disabilities who are eager to prove their abilities in the workplace, officials said.  The program has been cited by the Office of Personnel Management as a model strategy for achieving the president’s goals of increasing federal employment of individuals with disabilities.
