CBD SBIR/STTR PROCESS

Three-Phase Process

Under the SBIR and STTR Extension Act of 2022 (Pub. L. 117-183) all proposals submitted to any DoD BAA are required to include additional forms. Visit the Defense SBIR/STTR Innovation Portal (DSIP) for more information.

The Defense SBIR/STTR Innovation Portal (DSIP) is the official portal for all DoD SBIR/STTR proposal submissions. Ensure submissions are entered under the “CBD” Component. Proposals submitted by any other means (e.g., via email) will be disregarded.

Acquisition Cycles – Schedule

The CBD SBIR/STTR PMO participates in at least one of the three DoD Broad Agency Announcement (BAA) cycles, and a minimum of one Open Topic Announcement each fiscal year. Visit the Defense SBIR/STTR Innovation Portal (DSIP) to view current and archived Solicitations.

DoD Broad Agency Announcement Cycles Dates

The numbering system for the DoD recurring BAAs are as follows:

SBIR Solicitation: the Fiscal Year (FY) followed by the last two digits of that year (e.g., FY23), and then the number .1, .2, or .3 to indicate the order in which the three different cycles are released for that fiscal year.

STTR Solicitation: the Fiscal Year (FY) followed by the last two digits of that year (e.g., FY23), and then the letter .A, .B, or .C to indicate the order in which the three different cycles are released for that fiscal year.

Each FY for the Federal Government begins each 01 October towards the end of the calendar year, so ‘FY23’ began 01 October, 2022.

Phase I
CBD SBIR/STTR Phase I awards are competitively reviewed and selected, and are for a period of performance of six months. A Small Business Concern (SBC) must prove feasibility of concept to be eligible for Phase II submission.

Phase II
Phase II represents a substantial Research and Development (R&D) effort over two years and is intended to result in an innovative technology prototype, meeting the requirements of the original BAA Topic, anticipated to meet the much more difficult stage of commercial viability, which is referred to as Phase III.

All CBD SBIR/STTR Phase I awardees may submit for a competitive Phase II selection within five months of a successful Phase I effort.

Phase III
Phase III is the goal of every SBIR and STTR effort and represents the commercialization phase of the program. Phase III must be subsidized from non-SBIR or -STTR funding; simply, the funds cannot come from the SBIR/STTR program but a standard agency procurement that continues to fund the mission for the agency.
