There is no initial fee to make a FOIA request. However agencies are authorized by law to recover the direct costs of providing information to requesters. Requesters are categorized under the following:

• Commercial - Pay all search, review, and duplication
• Educational - Pay duplication charges in excess of 100 pages
• Noncommercial Scientific Institutions – Pay duplication charges in excess of 100 pages
• News Media - Pay duplication charges in excess of 100 pages
• Others - Pay search and duplication fees in excess of 2 hours search and 100 pages

Established DoD fees are: clerical search and review at $20 per hour; professional search and review at $44 per hour; computer search varies according to the system used; microfiche at $0.25 per page; and reproduction costs at $0.15 per page. It is DoD policy to waive all assessable fees if the total amount does not exceed $15. If you intend to ask for a fee waiver, your request should describe how the disclosure of the information is in the public interest and explain how you will disseminate this information. When submitting a FOIA request you should include in your request a willingness to pay fees. A failure to do so may delay the processing of your request.
